A. Background

DGI Consult implements donor-funded projects in health financing, especially health financing analytics, including fiscal space analysis, health program costing, financial modelling and political economy analysis. DGI Consult supports State Social Health Insurance Schemes and other government agencies to strengthen the institutional and operational frameworks that prepare them towards achieving their mandates. The organization also provides technical support in the areas of human resources for health (HRH), health taxes and domestic resource mobilization for vertical disease programs, including integration of such programs into the benefits package of the health insurance schemes.
DGI Consult is seeking a Senior Health Financing Advisor for the anticipated USAID Healthcare Financing and Human Resources for Health (HRH) activity in Nigeria. The activity aims to strengthen the healthcare financing systems and improve human resources for health in Nigeria. Hiring for this position is contingent upon award and the availability of funds.
The Senior Health Financing Advisor will be responsible for designing, implementing and monitoring the project’s health financing interventions towards achieving universal health coverage. S/he will also lead health financing evidence generation and support facilitating the translation of evidence generated into action at the national and sub-national levels.
B. Technical Responsibilities
The Senior Health Financing Advisor will work with project team members at the National and State levels to implement the health financing components of the project by carrying out the following tasks:
- Lead the design and implementation of health financing analytics such as Fiscal Space Analysis, Public Financial Management (PFM) analysis, Resource/Expenditure Tracking, Costing and Financial Modelling, etc.
- Support in strengthening the federal and state government’s capacity to produce and use health financing data for decision-making
- Provide technical support to strengthen PFM processes within states’ health sector and align the processes with the country’s health financing objectives
- Support in strengthening the capacity of the National Health Insurance Authority and State Social Health Insurance Agencies to perform their functions and achieve their mandates, including the implementation of the Vulnerable Group Fund, Basic Health Care Provision Fund, Equity Fund, etc.
- Provide technical support to the federal and state governments in designing and implementing evidence-based health financing reforms that align with the national health financing approach
- Support advocacy for domestic resource mobilization, innovative financing, and resource optimization for the health sector at the national and sub-national levels
- Work with multi-sectoral and multi-stakeholder groups such as the Health Financing Technical Working Groups, Ministerial Oversight Committee, and other steering committees to strengthen coordination among government ministries, departments and agencies towards improving the health financing landscape at the national and sub-national levels
- Document and present success stories and lessons learned from health financing interventions as well as findings from health financing analytics at the workshops, seminars, webinars and other thought leadership activities organized by the project
- Represent the project in relevant meetings, conferences, seminars, etc., to share the project’s health financing interventions, evidence generated, success stories and lessons learned
- Support the other project staff to implement cross-cutting and complementary activities
- Ensure timely production of high-quality health financing-related deliverables and outputs
C. Person specification
- An advanced degree (minimum MSc/MPH) in health economics, public health, public policy, or equivalent
- At least 10 years of relevant work experience of progressive responsibility leading health financing interventions in Nigeria. Demonstrable expertise in at least one specific area within health financing, ideally with relevant publications or presentation history, is strongly preferred.
- Experience implementing USAID programs is desired.
- Strong understanding of the country’s health financing landscape, including the government’s prevailing policy direction, accomplishments, opportunities, and needs.
- Proven track record of working effectively with government stakeholders at the national and sub-national levels to achieve recognized impact.
- Demonstrable experience designing, implementing and adapting sustainable health financing interventions and related analytics
- Strong conceptual and research skills
- Ability to think strategically, rapidly analyze and harness diverse information from varied sources to make recommendations and adapt implementation approaches in collaboration with the DCOP/Technical Director and project technical team.
- Proven planning, networking, team-building and organizational skills
- Excellent oral and written communication skills in English, including oral presentation skills
