In furtherance of efforts to strengthen equitable health coverage and improve the objective identification of poor and vulnerable populations in Nigeria, DGI Consult supported the National Health Insurance Authority (NHIA) to develop a nationwide Vulnerability Assessment Tool to standardize and improve targeting of the vulnerable populations for enrolment in health insurance subsidization programmes.
Building on this milestone, DGI Consult provided technical support under the Global Fund RSSH grant, coordinated by the National Tuberculosis, Leprosy and Buruli Ulcer Control Programme (NTBLCP), to adapt and tailor the Vulnerability Assessment Tool for TB and HIV programming in five states (Anambra, Ebonyi, Gombe, Kwara, and Lagos), strengthening systems for more effective identification and prioritization of vulnerable populations within these programmatic contexts.
Following the adaptation of the tool, DGI Consult, with the support of partners, led comprehensive capacity-building for the Social Health Insurance Agencies (SSHIAs) in all 36 states and the Federal Capital Territory (FCT), equipping them with practical skills to operationalize the Vulnerability Assessment Tool within their respective contexts. These sessions focused on strengthening understanding of the tool, improving data use for decision-making, and integrating vulnerability assessment outputs into enrolment and service delivery processes within state health insurance systems.
To further enhance implementation, a detailed process manual was developed to guide the operationalization of the tool, ensuring standardization, consistency, and effective application across all implementation settings.
