In a bid to raise the accountability bar for health financing including the implementation of the Basic Health Care Provision Fund (BHCPF) towards achieving UHC, DGI Consult in collaboration with the Health Sector Reform Coalition (HSRC) with the support of the USAID Local Health System Sustainability Project (LHSS) piloted the BHCPF accountability framework in Nasarawa State, aimed at eliciting insights that will ultimately inform the finalization of the framework.

In 2022, the harmonized BHCPF accountability framework was developed by diverse partners in the health sector through series of stakeholder’s workshops. These health sector stakeholders include Health Reform Foundation of Nigeria (HERFON), World Health Organization (WHO), Legislative Initiative for Sustainable Development (LISDEL), Africa Health Budget Network (AHBN), and DGI Consult.

The processes of piloting the BHCPF accountability framework involved engagement with both BHCPF gateways in Nasarawa State – Nasarawa State Health Insurance Agency (NASHIA) and the Nasarawa Primary Health Care Development Agency (NAPHDA); and a 1-day data collection training, organized by the USAID LHSS Project to train enumerators on the modalities of administering the data collection tool.

The piloting was conducted in a total of 143 BHCPF implementing facilities across the 13 LGAs in Nasarawa. Data were collected across five thematic areas of (a) Governance; (b) Funding; (c) Service Delivery; (d) Program Management; and (e) Client Satisfaction. The outcome of the piloting will be used in reviewing the accountability framework and ensuring its suitability for wider adoption to enhance the overall accountability and transparency of the BHCPF implementation and other health sector financing initiatives.
