In the quest for expanding access to sustainable pro-poor health financing options to expand access to essential health services for the poor and vulnerable population, DGI Consult has been engaged by the USAID Local Health System Sustainability (LHSS) Project to strengthen the organizational capacity of the State Health Insurance Agencies (SSHIAs) and State Primary Health Care Development Agencies (SPHCDAs) in Nasarawa, Plateau, and Zamfara States.

To strengthen the organizational capacity of the SSHIAs and SPHCDAs, DGI Consult will deploy a participatory approach to jointly identify the Agencies’ capacity gaps using an organizational capacity assessment tool. Specifically, the capacity assessment will evaluate the agencies’ management capacity (including but not limited to organizational mandate, strategy and planning, leadership and management, coordination and stakeholder engagement) organizational governance, and capacities necessary to generate, interpret, and use quality health data for decision making. Most importantly, the assessment will assess the agencies’ technical capacity to carry out their core functions to achieve their mandate.

The identified gaps from the capacity assessment will be used to design a capacity strengthening implementation plan, through a co-creation approach. The plan will be jointly implemented by DGI Consult and the Agencies to strengthen the capacity of the Agencies across different dimension in alignment with their capacity strengthening priorities. Furthermore, DGI will support the Agencies to institutionalize the capacity strengthening activities through mentoring and handholding to promote sustainability of the intervention.
