Strategic Planning and Standard Operating Procedure Design Technical Support to Yobe State Contributory Health Agency


As part of effort geared towards repositioning the health landscape in Yobe State, and accelerate progress towards Universal Health Coverage despite the challenge of insurgency that further weakens the health system, the Yobe State Government has established State Contributory Health Scheme in tandem with the prevailing health insurance decentralization policy thrust in the country.

Since its inception, the Yobe State Contributory Agency has hit the ground running by embarking on some preparatory and system design activities which include but not limited to baseline assessment, program design of various scheme components, development of communication plan, willingness to Pay survey and an operational plan development. In furtherance of the quest for improving the design and effective implementation of the scheme, the Agency is desirous of a comprehensive strategic plan that will articulate strategic objectives and interventions needed to achieve effective implementation of its operations and reposition the Agency for optimal performance.

To achieve this and more, DGI Consult facilitated a technical workshop in collaboration with the YSCHMA Management Team to develop tools, manuals and a strategic plan to place the Yobe State Contributory Health Agency on a perfect footing for implementation of the state social health insurance scheme.

Workshop objectives

  • To deepen understanding of participants on the concept of Universal Health Coverage and basic concept of health financing and health insurance;
  • To acquaint participants with relevant tools and standard operating procedures for State Social Health Insurance Scheme; and
  • To develop Yobe State Contributory Healthcare Management Agency strategic framework for the implementation of State Social Health Insurance Scheme
